Around 73% of the scheme's assets are now managed in-house by its investment team - USS Investment Management Limited, a wholly-owned subsidiary company. Its size and scale mean it is able to oversee the entire life-cycle of members' contributions: from payslip, to portfolio, to pension.

Its pension and investment arms act solely in the interests of its beneficiaries from the higher education sector and these values underpin all its decisions and actions. The relationship it has with members and sponsoring employers is at the heart of what it does every day.

It recently delivered one of the biggest pension transformation programmes ever contemplated in the industry, as part of its mission to be the pension service of choice for the HE sector, for the long term. USS is now a more efficient and effective pension scheme, but there is a significant amount of operational and strategic work still to be done.

It is now seeking a Board CFO.

Main purpose of the role

To develop, direct and oversee the financial well-being of the Group businesses, through appropriate strategy, policy and practice, investor relations and a skilled team that meet statutory standards and is in line with the mandate agreed with the Board(s). To act as a role model within the business for USS values and leadership competencies.

Key Responsibilities:

  • To design, recommend, agree and deliver (with CEO) a Strategy & Planning approach (10 year strategy, 3 year and detailed 1 year business plan with KPI's) that enables and supports the delivery of business objectives.
  • To design, direct and deliver a range of Financial Control Frameworks/Model Oversight to the operating segments that supports the business to run effectively and efficiently against a backdrop of risk mitigation, compliance and ensuring value for money.
  • To direct and oversee the tax affairs of the business to ensure that we minimise our tax liability whist remaining compliant, and meet the standards of our sponsors for corporate citizenship.
  • To provide and direct a Group wide Procurement capability to the business that provides appropriate legal and commercial guidance/challenge leading to high quality, mutually acceptable arrangements between USS and its suppliers.
  • To provide an effective, efficient and reliable Payroll service to members and USS staff that inspires confidence through excellence of service.
  • To direct and develop a department structure, roles and team capable of delivering the agreed strategic goals, policy, practice and service via a segmented business partner model.
  • To direct and oversee the planning, budgeting & forecasting approach to ensure appropriate clarity and auditable governance of capital and revenue spend, value for money and shared accountability of the departments in managing the firm's money.
  • To direct, provide and oversee the required Investment Valuations capability to the business that ensures accurate and defendable valuations to all stakeholders and other interested parties.
  • To work with the HE sector FD community by way of Investor relations that provides an understanding of the work and integrity/commercialism of the financial strategy at USS Group in support of service and investment returns.
  • To act as a leadership and integrity role model for the business in terms of leadership competencies and financial management.
  • To develop, promote and implement a value for money strategy (Vfm) for the business that provides performance outcomes to members and institutions against agreed benchmarks.

Essential Knowledge & Skills

  • Qualified Accountant.
  • An established and experienced CFO with a background in an organisation of similar size and complexity in Financial Services (pensions, investment, possibly insurance).
  • Investment business experience.
