Based in London, Treasury is responsible for the management of the balance sheet and all associated risks including liquidity, funding, capital, interest rate and foreign exchange. Within this framework the Treasury Control & Assurance team are a 1st Line of Defence team working alongside other teams within Treasury to deliver a consistent, robust and fit for purpose control framework and provide operational risk expertise.

Position Details

This is an existing role reporting to the Head of Treasury Control and Assurance.

The individual will be a senior member of the Treasury Control team which is responsible for policy assessment, risk assurance, control effectiveness testing and issue management across all areas of Treasury, including high risk teams such as Front Office traders, LIBOR rate submission and Finance.

As an ICM4, the position holder will be expected to deputise for the Head of Treasury Control & Assurance when required and is expected to provide guidance and assistance to onshore and offshore resources in line with their experience.

The Role

The role will require the job holder to:

  • Partner with different business areas within Treasury to help support a strong compliance and risk management culture
  • Engage on regulatory and legal requirements impacting Treasury and ensure their impact is managed through sharing operational risk expertise
  • Review policies and procedures for all of Treasury to understand material risks including market, credit, liquidity, operational and reputational risks and ensure appropriate controls are in place to support them
  • Capture and report on operational risks and incidents using the Bank's operational risk tool, ORBIT
  • Manage Treasury Events, Issues and Actions to understand financial, regulatory or customer impacts and then assist the business in implementing controls/solutions to prevent reoccurrence
  • Partner with 2nd Line of Defence (Operational Risk) and 3rd Line of Defence (Internal Audit) to ensure a holistic map of risk, controls and issues is maintained
  • Partner with business areas to assess their control environment to understand how key risks can be mitigated. Continually improve the risk and control environment through completion of regular Risk Assessment refreshes.
  • Understand the comprehensive design and review of all RACA within Treasury and contribute to the SOX and non-SOX control testing for treasury
  • Ensure risk data is maintained to demonstrate compliance with policy and regulatory standards
  • Provide new deal support to Treasury Markets, Debt Capital Markets and Operations
  • Support and own elements of the Bank's business continuity planning
  • Establish and maintain supervision procedures covering Front Office and LIBOR Rate Submission Team to mitigate the risk of market abuse
  • Production of useful and insightful risk reporting and KRIs for escalation to the Treasury Risk and Controls Committee

Essential Experience: (Must have skills)

  • A senior level of Operational risk / audit experience or qualified by experience in other relevant fields
  • Strong understanding of Treasury principles and methodologies across a large Treasury department
  • Integrated understanding of the regulatory environment with an ability to evaluate the implications of new regulations and assist in crafting bank responses
  • Well developed emotional intelligence and influencing skills
  • Proven ability to work collaboratively across an organisation and build a network of key contacts who can assist the team
  • Ability, willingness and confidence to challenge opinions, to offer alternatives and to construct a compelling argument to support an opinion
  • Energetic, enthusiastic, motivated and pro-active with a desire to make change happen
  • Excellent communication skills and an ability to influence peers and senior stakeholders
  • Capable of working independently and delivering high quality results within deadlines
  • Strong computing knowledge, including proficiency in MS Excel

Supplementary Experience: (Useful additional skills)

  • Qualified Accountant (ACA / ICAS) or Corporate Treasurer (MCT / AMCT) or qualified by experience in the risk, control & compliance sectors, specifically with knowledge of Treasury functions
  • Knowledge of Treasury activities and Operating Model
  • Experience of the commercial and/or retail banking sectors and understanding of products offered in these sectors
  • Degree qualification, minimum 2.1 or equivalent
