Head of FM Strategy and Performance
My local authority client is looking for a Head of FM Strategy and Performance for the provision of strategy and performance planning ensuring the integration and implementation of the division's facilities management, contract management, technical, financial and operational functions that deliver to the Council's medium and long term business plans and corporate objectives; with principal responsibility for driving the business, leading on and optimising both divisional performance and that of the Council's FM supply chain impacting on all Council staff, its partners and the community.
Educated to degree level in a facilities management/business/finance/commercial or similar discipline. Significant, demonstrable experience of best practice contract management and partnership working at a senior level; to include knowledge of contract forms and process, legislation, Central government guidance and UK and EC regulations and exposure to bidding and large operational FM projects. Expert knowledge of public and or private sector procurement eg OJEU, EU Procurement laws/guidelines, Public Contracts Regulations, Best Practice procurement and statutory responsibilities, duties and functions and how to apply these effectively in practice. Professional qualification, eg member of the Chartered Institute of Purchasing and Supply (CIPS), BIFM accreditation. Expert Knowledge of VFM, commercial principles, budget and performance management with an understanding and practical application of robust performance and financial management to ensure the most cost effective models and outcomes are achieved within available resources.
