About Operational Risk

The Operational Risk team owns and manages Barclays' Operational Risk framework, which sets out how operational risks are identified, assessed and managed across the Group. Operational Risk includes potential or actual impacts to the Group resulting from inadequate or failed internal processes, people, systems, or from an external event. The impacts to the Group can be financial, including losses or an unexpected financial gain, as well as non-financial such as customer detriment, reputational or regulatory consequences.

About the Barclays UK Operational Risk Partnering Team

The primary purpose of the BUK Operational Risk Partnering Team is to provide the business areas within the ring-fenced bank the tools to enable the First Line of Defence to effectively measure and manage Operational Risk. In addition to communicating the Operational Risk Framework standards and providing training on how to execute, the team provides review and challenge on the outputs of the framework and acts as a "critical friend" to senior business leaders.

Role Purpose

The role holder will partner business areas within Wealth and Investment with the purpose of ensuring that the First Line of Defence effectively and optimally manage risk and the risk and reward dynamic.

The role holder, recognised as a subject matter expert in Operational Risk, will provide oversight and independent robust challenge to risk decision making and the use of the Operational Risk Management Framework and tools in the First and Second Lines of Defence. The role holder may also be required to support Group Key Risk Owners (GKROs) in their oversight of key risks.

The role holder will be a "critical friend" to business leaders in the First and Second Line (i.e. from Group ExCo -2 & -3 and below) and effectively influence First and Second Line business behaviours and risk culture, highlighting issues and articulating outcomes.

The role holder will attend Risk Committees as required.

Key Accountabilities

Insight and influence to inform business and strategic decision making (40%)

The role holder will influence and challenge senior leaders to make risk informed key business and strategy decisions through their understanding of the business and their role in the governance of the business through daily interaction with senior leaders (typically Group ExCo -3 and below) and through key business committees.

The role holder will provide input to the key business discussions and decisions at the key governance and decision making committees using their technical operational risk expertise, knowledge of risk best practice in the market place and knowledge of the business. In doing so they will provide insightful and potentially unpopular perspectives whilst being prepared to explain and stand behind their rationale.

The role holder will provide insightful analysis and interpretation of risks to the First and Second Line based on a thorough technical understanding of the Operational Risk Management Framework (ORMF), a good knowledge of the business derived from their close relationships to First and Second Line management at the level of Group ExCo -2 & -3 and below and knowledge of wider industry risk practice.

The role holder will provide direct and measurable commercial benefit to the business in managing risk effectively

The role holder will engage with regulators e.g. the FCA or PRA on behalf of BUK and Barclays both in their capacity as an operational risk subject matter expert and in support of the business in meeting regulatory enquiries and other contacts including reporting.

Risk and Governance challenge (30%)

The role holder will support and challenge the First and Second Line at Group ExCo -2 & -3 and below to identify, assess and control existing and emerging risks prior to material P&L impact and within appetite, challenging the position and quantum of the appetite where they see excessive risk taking or risk aversion

The role holder will review and challenge with the First and Second Line and other stakeholders the design and effectiveness of governance and controls to manage operational risks within appetite and seek appropriate assurance to support the outcomes.

Provision of tools and processes (30%)

The role holder will champion the provision and support for the use of a practical toolset to set and manage the businesses Operational risks to appetite and promote the use of appetite to effectively develop business opportunities as well as preventing outcomes outside of appetite.

The role holder will enable the First and Second Line to manage Operational Risk effectively through education and provision of advice, tools, training and robust independent challenge.

Stakeholder Management and Leadership

The role holder will engage with First and Second Line management to the level of Group ExCo -2 & -3.

The role holder will have risk professional relationships with other key risk professionals across the Group.

The role holder may also have external relationships with risk bodies, forums and other risk professionals both for formal information sharing and for the development and promulgation of risk best practice.

The role holder will also engage with local regulators e.g. FCA in support of the business and the Operational Risk Function where required by management and the regulator.

Professional/technical experience

The successful candidate will have a sound, relevant and robust knowledge of the business to which they partner which is recognised and valued by business leaders and can demonstrate a track record of management in the First and Second Line of Defence seeking their counsel and opinion.

The ideal candidate will be a subject matter expert in the field of Operational Risk, possessing a clear and deep understanding of Operational Risk Frameworks and their fit within an Enterprise Risk Management Framework with a proven ability for working with business leaders to deploy risk frameworks in the business.

The ideal candidate will have knowledge of other key risk types and how they impact and relate to Operational Risk.

The successful candidate will have good knowledge of industry best practice in respect of risk tools and developments and of the regulatory environment (e.g. Basel II).

The ideal candidate will have an understanding and knowledge of governance and control standards.

The ideal candidate will possess an appreciation of the AMA requirements for Operational Risk and how the Operational Risk Framework and activities contribute to and influence these requirements.

Managerial experience

The ideal candidate will have a track record of leading Operational Risk activity from a first or second line of defence role.

The ideal candidate will be recognised for driving effective management action to risk issues either from a first line or second line perspective.

Academic and professional qualifications

The ideal candidate will be educated to degree level or equivalent or have an appropriate professional qualification e.g. MBA, Accounting, IIA and Risk Management.

Language skills

The ideal candidate will have an excellent command of the English language with strong written and oral communication skills and an ability to communicate and influence effectively at all levels in the business. The ideal candidate will also have a command of the local language where the role is in a location where English is not the first language.

Personal attributes

The ideal candidate will be recognised as commercially aware and client focussed, improving understanding of customers/clients, seeking to drive good commercial and customer solutions to risk issues.

The ideal candidate will demonstrate a capability for achieving optimal outcomes by influencing management where they may not be the preferred commercial outcomes.

The ideal candidate will have demonstrated an ability to proactively engage with senior management, demonstrating an inquiring mind and the courage to follow it through to a sound conclusion.
