Department Overview

The BUK Treasury function is responsible for the management and execution of BUK's capital, funding and liquidity risks and requirements to meet its purpose which is to balance the supply and demand of money and capital to create sustainable value. Role Purpose
  • Treasury Funding & Investments is responsible for the efficient funding of BUK, hedging and management of all Banking Book interest rate risk, management of the liquidity pool and ensuring that Barclays UK fulfils all of its relevant liquidity regulatory requirements. Key functions include:
    • Diversify short term external liquidity sources across a range of products, markets and programmes
    • Ensure the firm is funded in line with projected requirements
    • Provide risk management of the firm's term wholesale liabilities
    • Management of internal funding processes
    • Comply with all internal and external liquidity limits
    • Manage the size, composition and risk of the liquidity buffer
    • Responsibility for the aggregation of risk in the Banking Book and subsequent hedging and management of any residual risk
    • Manage the collateral and margining of both bilateral and cleared transactions
Key Accountabilities

Funding and Hedging
  • Ensure BUK has sufficient liquidity to fund, as well as, comply with ongoing regulatory requirements
  • Helps to ensure all regulatory and internal liquidity stress requirements are met, and that the future evolution of BUK's Balance Sheet is considered
  • Ensure risk, P&L, and Balance Sheet are accurately measured and reported, including daily and monthly explains
  • Manage the risk and PnL of the books within all applicable limits and in compliance with all relevant Treasury & Barclays policies
  • Provide a risk hedging solution to the business clusters (via the ALM Risk Analytics team) that is flexible and adaptive to the business requirements
  • Effectively manage the collateral and margining of behalf of BUK
Market Knowledge/trade decisions
  • Effectively manage pricing of funding curve and ensure efficient execution
  • Leverages economic knowledge, team discussion and market awareness of a complex product set to inform funding and risk decisions.
  • Utilises awareness of the desk's objectives and risk limits to contribute to funding strategy ideas.
  • Leverage market understanding to consistently propose positive trade ideas to the desk.
  • Ability to manage risk , through effective communication with senior stakeholders, and confident, comprehensive understanding of the firm's products, positions and risks
  • Design and implement new daily processes for BUK which will require a full understanding of the existing infrastructure and ensure compliance with ring fencing legislation
  • Carry out daily processes, through both the understanding of the processes themselves, and the ability to effectively manage and responsibly delegate activity to junior members of the team,
  • Utilises cross-firm network and authoritative understanding to execute processes efficiently.
  • Understands trader mandates, and has a proven ability to operate effectively within a trader mandate
  • Support the build out of control and governance frameworks for BUK TFI. This will involve working with management, colleagues, and infrastructure partners to articulate requirements and ensure these are delivered. Infrastructure partners include IT, Finance (Product Control and Hedge Accounting), Legal, Compliance, Credit and Market Risk and Operations
  • Experience and understanding of the full life cycle of a trade, to ensure these are built out appropriately for BUK as well as ensuring continuous best in class execution
  • Leverage knowledge of funding, NTMR and the investment portfolio and the factors that impact it to recognize and size risks to executed positions
  • Contributes to broader team execution across different platforms, currencies and asset classes, in complex and challenging conditions, to ensure thorough coverage of funding and investment requirements as well as comprehensive risk management
  • Contributes to managing of risks arising from Liquidity trades, single and xccy
  • Provide best execution to clusters and leverage market knowledge to design appropriate hedging strategies to comply with trader mandates, risk limits and hedge accounting constraints

  • Demonstrates a comprehensive understanding of Treasury activities and how they interact with other teams to effectively manage the risk of the balance sheet and achieve sustainable returns for the firm
  • Demonstrates an understanding of how funding moves through the bank from front-back

  • Training and mentoring of junior members of the desk, teaching both the markets/product knowledge required to progress in the team, and providing a sounding board for any issues and concerns they may have.

Decision-making and Problem Solving
  • Contributes to projects and change management to improve desk processes, regulatory remediation, or product portfolio development and expansion. Provides guidance and direction to other colleagues as part of this process
  • Understands where the desk fits at a firm level, and leverages this understanding to suggest improvements to processes on the desk from a macro perspective, in order to streamline execution ability and improve governance and control structure.
Person Specification
  • Undergraduate or equivalent degree.
  • Relevant experience in Treasury, Fixed Income, Rates or related experience;
  • Understanding of the constraints and complexities of managing risk and funding in a legal entity construct
  • Knowledge of trading desk management and governance framework:
    • Day to day supervisory and on-going compliance framework
    • P&L and risk management framework (sign off, limits, etc)
    • Basis risk management
    • Hedge accounting
  • Understanding of Transfer Pricing mechanisms, hedging strategies, Interest Rate and FX derivatives
  • Trade execution experience across fixed income products, proven ability to execute through challenging market conditions;
  • Interest rate risk measurement, management, and execution, including Structural Hedging
  • Deep and thorough knowledge of interest rate markets. Candidate must be able to understand and explain market moves to both junior and senior colleagues, propose & execute strategies for managing interest rate risk, and provide guidance and training to more junior colleagues.
  • Knowledge of hedge accounting and how it can be utilised to manage the accounting risk of banking book risks
  • Strong stakeholder management skills and ability to work across businesses and senior management
  • Strong interest in Markets, Politics and Economics
  • Consistently contributes to discussions on macroeconomics and markets.
  • Highly proficient in Excel / VBA
  • Certified under the PRA & FCA - Individual Accountabilities Regulations
