A great opportunity has become available for an experienced adult mental health and learning disability commissioning manager to work for the London Borough of Brent. My client is on the look out for experienced applicants who have previously or currently working in this field. In return you will be offered a 3 day working week along with a competitive pay rate.

The ideal post holder will be accountable to both the CCG and Council for implementing an effective approach to integrated and joint commissioning arrangements, encompassing Mental Health and carers services; An approach that successfully achieves the priorities of both the CCG and the Council that engenders the ethos of self care, independence, empowerment, enablement and integration. NHS Brent CCG and Brent Council have an excellent working relationship and work closely with other statutory and voluntary partners locally, and are both accountable to Brent Health & Wellbeing Board.

You will be responsible for empowering adults and children with Mental Health problems, along with identifying and supporting people with dementia and their carers. You will promote and enable more opportunities for self-care and supporting independence, choice and control. My client wants someone to develop and implement a joint commissioning strategy which realises the joint commissioning vision of the CCG and council that promotes commissioning local services from a diverse range of providers whilst ensuring the views of service users and their carers are central to the design and delivery of new services.

Further responsibilities will be to work with partners and other stakeholders to design, implement and manage projects that will improve the range of services available whilst ensuring that services developed and commissioned are cost effective, efficient and designed to deliver good outcomes and ensure vulnerable adults are safeguarded.

Ideal applicants will lead, manage and coordinate projects and programmes of work, as agreed jointly by the CCG and Brent council, which will deliver service change, acting as the lead officer/champion. As lead officer you will ensure the commissioning activity complies with legislative, regulatory, and / or the Councils and CCGs own policies and procedures relating to procurement. You will lead on market development locally of mental health services, analysing local data and intelligence; identifying market development plans, engaging with the market place to influence change and development and to support local developmental change in the range of services available. You will further represent the local health and social care economy in regional and national networks and groupings, ensuring best-practice and information is shared and utilised appropriately in developing and delivering commissioning activity.

Applicants must demonstrate an excellent understanding of the commissioning cycle in Health and Social care, sound Knowledge of the regulations and requirements of public procurement and good knowledge of project management methodologies and systems. A further understanding of the policy and operating environment of health, social care, regulated services and the community and voluntary sectors is also necessary.
