Technical Specialist, Emerging Risk Analyst, - Enterprise-wide Risk Management team, Risk & Compliance Oversight

The salary range will be approximately 65,000 to 95,000 GBP plus a competitive benefits package and non-contributory pension.

Background

The FCA operates a three line of defence model for risk management. The Risk & Compliance Oversight Division (R&CO) is a vital part of the FCA s control framework, as the integrated second line of defence. It is a new division in the FCA and reports directly to the CEO. R&CO is an impartial voice in the FCA, providing strong, independent oversight of the organisations activities and approach, through challenge and assurance.

Risk & Compliance Oversight (R&CO) is the FCA's second line of defence. The division works in partnership with senior management, members of the board and colleagues across the organisation to mitigate the external and internal risks to the FCA's statutory objectives. This is done by:

- supporting and driving effective risk management and decision making
- improving and embedding FCA wide risk awareness and understanding
- promoting continuous improvement through quality assurance and lessons learned reviews.

We are now recruiting for a talented specialist to work in the Regulatory Risk Advisory Team.

What does this job involve?

The key responsibilities of the post holder will be:

- Leading and producing insightful, value added analysis to support the FCAs forward-looking view of regulatory risk - using a wide range of internal and external sources to undertake risk analysis. Identifying forward-looking gaps in the FCA regulatory risk portfolio and engaging appropriate stakeholders on significant risks through the risk management framework.
- Effectively communicate and present emerging risk analysis to Executive and Board level committees; and overall management of the reporting cycle for emerging risk to these committees; and leading the delivery of the FCA's risk outlook external publication
- Responsible for providing insightful challenge to the first line Division's Senior Leadership team on their risk identification and mitigation through independent research and analysis;
- Responsible for building and managing a strong and honest relationship with relevant areas of the organisation. Engaging and effectively managing key stakeholders from across the FCA, including Heads of Department and Directors to deliver value-add risk analysis. Working closely with, and providing support to, the Technical Specialist Regulatory Risk Advisors, and the wider Risk & Compliance Oversight Division.
- Embedding the emerging risk framework to supporting the FCA's horizon scanning work by engaging with stakeholders from MIDA and Strategy to ensure the FCA has an integrated approach to forward-looking risk identification
- Building an internal and external network to ensure your views of risk are informed by current trends

Which minimum, essential & desirable skills are required?

Minimum

- Demonstrable research skills: a rigorous approach to research, able to source reliable and credible quantitative and qualitative sources to inform analysis and use these to form judgements;
- Proven understanding of financial markets: a technical understanding of the key issues affecting the range of financial sectors the FCA has within their regulatory remit

Essential

- Strong analytical capability: able to conduct thorough analyses and form considered opinions using both data analysis, reasoning and experience drawing conclusions based on well supported sources and engaging with experts where needed;
- Able to demonstrate the ability to influence others and communicate clearly confidently and concisely in both written and oral communication
- Good written communication skills: the individual will need to be able to prepare and present to stakeholders;
- Creativity: a conceptual and innovative thinker, able to apply their knowledge and understanding the issues and risks facing the financial sector able to identify interdependencies between risks and issues;
- Self- starter who takes the initiative, is resourceful, flexible, and able to work with enthusiasm in a changing environment;
- Strong delivery skills: the individual will need to complete complex and demanding pieces of work against tight deadlines to a high standard of accuracy and presentation;
- Proven organisational ability - can show capability to manage a variety of competing tasks and issues, prioritising appropriately and escalating where necessary;
- Able to explain and challenge: Helping to maintain the integrity of our products through providing appropriate challenges whilst able to present complex ideas in the most appropriate form to articulate desired messages
- Ability to build effective relationships with external and internal stakeholders to support delivery of objectives. Can demonstrate credibility and capability to influence Senior Stakeholders;
- The ability to take personal responsibility for own role and seek and act on feedback. Must be able to work to tight deadlines and deliver products reliably and to a high quality;

Desirable

- Knowledge of the risk framework currently in place within the FCA and familiarity;
- Experience of working within a risk function or practical hands on risk management experience or a qualification in risk management; and
- Understanding of the procedures and accountabilities of the FCA Board and Executive Committee.
